The locals saw the clothes of the kings, queens and the Inca princes who accompanied them, which were indeed very different from them: they had huge ears prophesied in the legend, and their language and expressions could show the extraordinary spirit of the Son of the Sun, allowing them to form a village and give them good things they had never eaten before.

The local savages were magical about what they saw and were delighted by the promises they made, and believed in everything they said, respecting and worshiping the sun, and regarding them as kings and queens. The savages recited the magical things they saw and heard, and men, women, young and old gathered willingly around them, following their whereabouts.

Seeing more and more people following them, the Inca king and queen and their subjects ordered some people to provide food in the fields so that they would not be scattered again due to hunger; they ordered another person to build houses according to the patterns drawn by the Inca king and end their life of sleeping in the open. In this way, the city of Cusco gradually formed a scale.

The city is divided into two areas according to the site of the Inca King: one is inhabited by the Inca King, called Upper Cusco; the other is inhabited by the Queen and the summoned, called Lower Cusco. The city is divided in this way, not to make this half have a sense of superiority to the half of people in their status, but to make people remember that some people were summoned by the king and others were summoned by the queen, and they should be equal like children born to their father and mother, like brothers and sisters. The Inca King only stipulated that there was a little difference between them: those who lived in Upper Cusco were respected like eldest sons and elders, while those who lived in Lower Cusco were second sons and second daughters loved. They were like right-handed in all noble status and occupations. Later, taking this as an example, all provinces, cities, villages and families of the Inca Empire were divided into two similar pieces.

Then, while relocating residents in the city, the Inca kings and royal men taught Indian men what they should do, such as clearing land, planting edible grains and fruits and vegetables, making and using farm tools; teaching them how to open canals and divert water to irrigate the land, teach them how to wear shoes and walk, and build houses...
