Chapter 3: All legal citizens of the Republic of China enjoy the freedom of safety, clothing, food, actions, speech, marriage, childbirth, elderly care, elections and elections within the scope of the Constitution. No foreigner in China shall enjoy the rights that exceed those enjoyed by his own citizens.

Chapter 4: Within the scope of the Republic of China, people of all ethnic groups and regions have equal rights and enjoy all rights granted by the Constitution. Any remarks that cause ethnic discrimination, genocide, regional discrimination and regional attacks will be severely sanctioned.

Chapter 5, any religion that supports the national unity, territorial integrity, government governance, and inheritance and development of Chinese civilization will enjoy the right to disseminate religion granted by the government of the Republic of China. Any religion that violates the appeal requirement will be banned from the religious dissemination power and severe sanctions. The Republic of China is a country of all Chinese. Any party and individual takes it as their responsibility to safeguard state power and image, and those who maliciously slander the motherland will be severely punished.

Chapter 6, the Constitution ensures that the private property of the legal citizens of the Republic of China is sacred and inviolable. All minerals, water flows, forests, mountains, grasslands, wastelands, tidal flats and other natural resources within the Republic of China belong to the state, that is, the whole people, and citizens enjoy the power of private land farming and fishing and hunting.

Chapter 7: The Constitution guarantees the spirit of the contract of Chinese people. Once a legal contract is signed, it will be permanently protected by the Constitution. Citizens and commercial units of the Republic of China complete tax acts, and any acts of evasion of tax will be severely punished.

Chapter 8: Education is the hope of the nation. Citizens of the Republic of China enjoy the right to education and the right to continue education. A compulsory education system for primary and secondary schools is implemented within the scope of the Republic of China. Under no circumstances, the education funding shall be less than 5% of the national income.

Chapter 9: The Chinese nation is based on filial piety, and children need to respect their parents and elders. Chinese civilization is a civilization that integrates multiple civilizations. The people mainly focus on Confucianism and Legalism, supplemented by the traditions of various ethnic groups to carry out national civilization construction and respect each other's cultural differences.

Chapter 10: No political party shall spread partisan ideas to minors, and no political party shall form an armed force.

Chapter 11: The National Defense Forces are the national garrison army of the Republic of China to ensure the security of China's territory, territorial waters and airspace. Once a national war occurs, the National Defense Forces have the right to declare that the country of the Republic of China is militarized. During non-national wars, the military shall not interfere in politics. When the motherland is hurt, all Chinese must immediately take the first task of defending the motherland, unite and fight against foreign humiliation. Any act of avoiding war and fleeing war will be cancelled.

Chapter 12: The administrative regions of the Republic of China are divided into seven-level systems: state, province, prefecture, county, town (or city), township, and village. The flag of the Republic of China is the five-color flag of China, which represents the five qualities of the Republic of China, namely, country, order, freedom, sacrifice, and wealth.

The draft of the Constitution was not formulated in detail.
