DAY 103 THE DISTRIBUTION OF THE SALT WORK (4)

The Salt Administration evolved from the former Ming Dynasty's Yan Censor. The Ming Dynasty's censors had great power. Small matters could be decided at the time, and major matters could be dealt with first, and then reported to the emperor. They could even rely on the "Shangfang Sword" granted by the emperor to drive first and then report it. By the Qing Dynasty, the establishment of the city censors was abolished. In fact, in the late Ming Dynasty, it had been changed to a permanent governor who had been stationed for a long time.

The responsibilities of the salt inspector were generally to urge classes to prevent smuggling and regulate production and sales. By the sixth year of Kangxi, this original meaning of existence had disappeared and became a famous super fat man in the world! Because of this, there was no need to send the censor to inspect, but instead sent officers of the six ministries. Every member who was on the turn was happy. Everyone knew that after a member of the salt administration, not only could all the Beijing debts be cleared, but also made a fortune. This arrangement almost became a reward method. In the 12th year of Kangxi, officials of the Ministry of Internal Affairs were sent to be the salt man.

The salt master is an errand rather than an official, as usual, and once a year. Cao Yin used Jiangning Weaving to send salt masters for ten years, which was the first time in the history of the Qing Dynasty. Readers who have read "Dream of Red Mansions" should be able to infer what kind of errands the salt master is from the prosperous scenery described in the book. The only one that can be compared with the salt master is probably Sichuan East Road (see details for this errand for details).

During the Yongqian period, the government orders were changed, and the name of the Salt Administration officially appeared, with its full name being Lianghuai Salt Transportation Envoy. The third-rank official had various salt officials, including those in charge of transportation, those in charge of salt farms, those in charge of investigation, and those in charge of taxation, and each performed its own responsibilities. However, the same as before was that the Salt Administration and Salt Administration had always been a shortage of fat. Especially the title of Salt Administration was always for the people around the emperor, that is, the officials of the Ministry of Internal Affairs.

In addition to the Lianghuai Salt Transportation Commissioner who works in Yangzhou, there are also salt officials in various provinces, one is responsible for anti-smuggling, the other is responsible for official supervision of business and sales. This is all a deceptive talk. First, it is about anti-smuggling, private salt is rampant, and salt owls are rampant, and even the public security of a province is related. Even the governors and governors are helpless. As for salt affairs, they are weak scholars, and they have no military power and no financial power. What kind of "private" can they "enforcement" be arrested?

Another one is the official supervision of business and sales. The salt system of the Qing Dynasty followed the salt system of the Ming Dynasty. In today's words, it is to explain it: the salt sales system is the responsibility system of selecting local areas to sell salt merchants. If the rated salt intake is not sufficient every year, the salt course will be greatly affected, so the system of official supervision of business and sales was established. This official is the salt administration in Lianghuai, and in other provinces, it is the salt affairs responsibility.

Although the salt service officer is young, he has to deal with those salt merchants every day. The gifts he receives are naturally very considerable and is considered a beautiful person. The salt service in Hubei Province is a bannerman named Fusen, who is from the Ministry of Internal Affairs. It is said that he has flattered the way of Yutai, the governor of Huguang, and has ordered the salt service just now.

Gong Yu knew the inside story. Fusen was from the Ministry of Internal Affairs, but he did not follow Yutai's path, but Mu Zhang'a's subordinate. He was very smart among the bannermen, so he found such an errand for him.

After the ceremony, Fusen was invited to the government office, he arranged for tea to serve. In addition to the two of them, there were also Lao Chongguang and Liu Bingzhang. After a few greetings, Gong Yu said straight to the point: "Brother Langping, the emperor explained clearly in his order that the fees on both sides of Hankou must be reduced, but to a certain extent, there is no constitution. As a salt service, you all need to cook."

Fusen felt uncomfortable when he heard this: What does it mean to me 'one-hand cooking'? In this way, it seems that before the errands have been done, all the responsibilities have fallen on him! It’s just that the difference in the positions of each other is too much, and he is complaining in his heart, but he dare not express his face: "Yes! You should do the job seriously."

"When Tao Wenyi was alive, Daxing the new salt administration law, and made achievements in both the country and the people. Even this box fee was one, and it was also a request for Tao Gong to take Siqian as an example. I think, since the emperor did not indicate this item in the decree, we should follow the rules, right? Let's change the current one or two coins into Siqian, and then hand it over to the Chen memorial. What do you think?"

"What the Lord said is very true. If you follow the rules, it means that our dynasty will follow the rules, and I will follow the rules."

"Well," Gong Yu nodded with satisfaction. He said, "There is another one, that is, private owls on both sides of the Taiwan Strait of Hankou are rampant, and Brother Lang Ping and the provincial transportation merchants have contacts. You should also know a lot about this. How should you check the ban?"

Lao Chongguang suddenly said, "Lord Liangjiang Lu put on a copy for the 'Master Du' in Beijing. He said that Liangjiang's government affairs were abolished, private owls were rampant, and there were many obstacles to the national regular classes. The emperor was very displeased and told the Military Affairs Office to send the original ginseng. This time, Lord Lu sent a letter to the adult, asking the two provinces to cooperate and prepare it clearly. Otherwise, when the imperial court issued an imperial edict, it would be very difficult to deal with it."

Gong Yu and Fusen were stunned for a moment, and they were in a different mood. Gong Yu knew that he was lying, so he could not correct it at this time, so he could only follow his words: "Yes, Lord Lu was also deeply worried about the matter of Yan Xiao. He asked our government to mobilize the general affairs camp, anti-smuggling camp, and city defense camp to conduct strict inspections. Once discovered, people would always be stolen and captured."

Fusen was thinking about something else. He didn't know about the matter in Beijing, nor did he expect that Lao Chongguang would lie about this matter. He was thinking about the other party's words. Is the so-called "difficult" referring to people or things? If he talked about people, whether it was the "Master Du" who submitted the memorial or the Military Affairs Office, it had nothing to do with him. If he talked about things, was he playing tricks on his pen and dealing with the matter, or did he really have to make a comeback? These must be clear. Moreover, the official exchanges between Hubei and Liangjiang have nothing to do with him. Thinking about it, he nodded calmly, but did not speak.

"Brother Lang Ping, to be fair, the words in the comments by Master Du may not be false. In your opinion, is this anti-smuggling path based on water and land or dry roads the most important?"

"This is of course mainly based on water and land."

"I think the same as my brother." Gong Yu said: "The canal enters the Yangtze River, and the road is full of fertile land. Private owls are rampant. No wonder the emperor is angry. I think, if I can capture the thief and the king, if I can find the largest salt owl to capture and kill a group, I think this source of salt taxation will be much cleaner, right?"

Fusen rolled his eyes a few times, intentionally lying to deceive this section, and knew that Gong Yu was not dark in his eyes, and his chest was as dark as Yutai, so he was afraid he couldn't get over it. In detail, how could he say that all the things were so complicated? He dropped a flower gun: "Please wait a few days until the investigation is clear, and then report to Master Futai."

"Okay, three-day merit is enough?"

"Enough, enough."

Gong Yu nodded and leisurely picked up the teacup. Goshha, who was under the door, saw it, and yelled in a long voice: "Send out the guests!"

***************

Hankou is a distribution center for salt indicative. Barges waiting for buying salt in various provinces to wait on the shore. When the salt ships arrive, there are two ways to sell salt.

One is called the whole wheel, which is lined up in advance to register and wait for the salt ship to arrive and everyone buys it; the other is the single wheel, which has no restrictions. Because the latter type has no restrictions, it causes low prices for transporters to bid for salt, which is a big impact on the whole wheel. There is no way, so the whole wheel has to stop the ship and not sell it, which raises the price of salt. The single wheel is a minority, but the final result is only a painful common people, and it also further encourages the proliferation of private salt.

The whole ship is not without any disadvantages. On the contrary, they have more tricks: first, before the ship arrives, they sell the whole ship of salt at a low price, and after they arrive at the dock, they buy private salt to fill the gap. This is called "steamed cakes over the basket". If the private salt purchased is not enough to cover the quota, they might as well sink the ship! When the report says that an accident occurs, the government will not pursue such matters. It is called "release of animals".

If you have already paid the salt tuition (that is, you have already paid taxes), it would be even better: in this case, you can also re-ship in the regular way, which is called "flooding" in official texts. The most important thing is that the share of re-ship is tax-free! In other words, a ship of salt can be sold for two to three ships. Therefore, in the Jiadao Dynasty, there were often "release animals". Later, the court learned its lesson and seriously investigated and dealt with such accidents, so the salt merchants hid a little.

Because of the above, even the salt merchants who are in charge have to deal with private owls. One of them is Chen Zuiyue, who is a very famous big salt owl.

Chen Zuiyue was from Guangdong. He committed a crime and was sentenced to be exiled to the army, but he fled to the boundary of Hubei Province. He started smuggling at the waterway pass in Jijiazui area near Guishan, Hankou. In more than ten years, he has become a famous smuggling leader.

Chen Zuiyue is engaged in smuggling and is very strict in management of subordinates. There is a precept: no robbery is allowed. After such a precept was introduced, there was no threat from thieves in the home, and there was no need to worry about traveling. In addition, private salt is cheap and good, and the people are very favored. He also took care of local governments and checkpoints in various places, and shared the same voice. Who is willing to cause trouble? Therefore, he blinded him and said no one to come forward. Over the years, it has become a big trend and cannot be defeated.

The lymph node enlargement caused by viral infection is the last confirmed case of the child's condition. A hormone-containing drug called 'nylon' was used, and the symptoms of the fever were finally suppressed.
