[1195 The unified China is unstoppable]

"Yes, Your Majesty." Zeng Jize recognized Emperor Hua's statement.

The cute CEO smiled slightly. Originally, with his age and experience, Zeng Jize should have been taught to him.

However, people who are emperors have such a little trouble, and it is difficult for someone to guide themselves in what to do.

Even the imperial teachers of ancient emperors and emperors usually had two tricks, but even the most powerful imperial teachers were rarely able to teach a powerful emperor, because the emperor was not a profession that could be taught by people.

Emperors need talent and need to understand it themselves, and even ordinary people are like this. When the master leads his or her to practice, he mainly relies on self-study.

So, this is the reason why so many people admire Zeng Guofan so much, right?

Emperor Hua and Zeng Jize talked about the reform of China from Zeng Guofan's affairs.

From the perspective of rulers, the more people like Zeng Guofan, the better, they are strict with themselves and can be lenient with others. Of course, they mainly refer to subordinates and colleagues, not the common people. For the common people, Zeng Shaved is an executioner, which is naturally the part that Emperor Hua reserved for Zeng Guofan.

Therefore, at most, Emperor Hua accused him of publishing Zeng Guofan's books and putting them into textbooks as extracurricular reading materials, but he would not call on the whole country to learn about Zeng Guofan.

On the basis of accepting critical European literature, Zeng Guofan's family letters and diary were a good book that Emperor Hua believed in that at the end of the 19th century, in the current environment of China, it was very good to curb the entire influence of Western thought.

Emperor Hua believed that the Westernization Movement was a stage to promote the progress of China's modern history, mainly reflecting the Westernization Movement.

China is still in the stage of the Westernization Movement, but its core has changed. It is no longer a feudal government, but a brand new, enlightened bourgeois-dominated government system.

At that time, the Qing Dynasty promoted the Westernization Affairs Bureau. It first proposed to "self-improvement" and then advocated "seeking wealth" to establish a series of modern enterprises, including the Fuzhou Shipbuilding Bureau, the Jiangnan Manufacturing Bureau, etc. This objectively stimulated the development of capitalism. The "industrial saving" trend after the Westernization Movement cannot be said to have nothing to do with this period.

This is continuously connected with the current policies of China. Therefore, Zeng Guofan's thoughts must be preserved and Li Hongzhang will be retained by the Emperor of China. These are the concrete manifestations of how Emperor of China can maintain the scholars of this era after overthrowing the Qing Dynasty.

Huahuang’s reform is a kind of reform in the true sense and is moderate.

At the same time, although the management of modern enterprises of the Westernization Movement is not a standardized capitalist management method, it also stimulated the emergence of the Chinese proletariat in some aspects.

If it were still the Qing Dynasty, the Westernization Movement would never have a way out, because the Westernization Movement was actually the self-praise of Empress Dowager Cixi and Prince Gong.

After the Taiping Heavenly Kingdom, the Qing government cleaned up the mess after the war. Because the wealthy Jiangnan could not pay taxes normally for more than ten years, it seemed even more embarrassing. Prince Gong and others introduced foreign technology, hoping to use Western technology and enterprises to save the Qing Dynasty. With the efforts of Li Hongzhang, Zhang Zhidong and others, they proclaimed the "Tongzhi Zhongxing".

What the Westernization Movement wants to do most is to create "strong ships and powerful guns" from the West, on the one hand, resist foreign aggression, and more importantly, suppress the domestic people's movement.

Later, I also started civil industry, which was generally supported by the government and made money for officials.

The essence of the Meiji Restoration was a revolution.

From the Qing court to China was just a reform.

In the hands of Emperor Hua, there were almost no deaths, but the development speed was unprecedented.

Hua Huang is an ordinary time traveling giant, without fantasy golden fingers. Every step that Hua Huang takes requires you to be down-to-earth and never make mistakes.

The Meiji Restoration was based on military reform (the anti-scene movement), and the political (establishment of Meiji government) and economic (reform) reform followed.

In this revolution, the "bourgeois transformation" of the transition from feudal society to modern capitalist society was completed.

The Meiji Restoration cleared all obstacles through violent revolution, while China spontaneously strived for strength.

During the Westernization Movement of the Qing Dynasty, its ministers were mainly Zeng Guofan, Zuo Zongtang, Li Hongzhang and Hu Linyi.

For the Qing Dynasty, on the one hand, the historical burden was serious, "exhausting the world's material resources and 80% of them to support the army and bravery." On the other hand, the inherent interest class was not eliminated, and the resistance to reform was large and small.

The failure of the Westernization Movement was inevitable, but the success of the Meiji Restoration was accidental.

Emperor Hua did not think that the Meiji Restoration was so clever. Fortunately, this small island country was placed in Asia and on the edge of the decadent Qing Dynasty. If Japan was placed next to Britain, France, and Germany, it would be photographed ashes twice.

Even if Japan is placed next to Tsarist Russia, which is in the period of transition from feudal economy to capitalist economy, Japan is still photographed ashes.

The basic route for Japan's colonization and development of industries is to support private capital and encourage free competition for private capital. Its initial official enterprises were quickly privatized, and the internationally competitive private enterprise groups grew rapidly.

The Westernization Movement of the Qing Dynasty never got out of the dead end of "official supervision and business, government monopoly, official and business collusion, and personal gain". Private private capital has never become the main body of national economic growth, and the competitiveness of private capital is completely indescribable.

Japan quickly abandoned the philosophy of governing the country of "respecting the king and expelling the barbarians" and turned to "full openness", pursued the concept of "harmony on the soul and foreign talents", and rose up across the country to learn advanced Western technology.

"Taking overseas enlightened governance as the only way is to abandon one's own shortcomings, take advantage of others' strengths, break bad habits, and change the ancient style" (this sentence said by Okupo Ritoshi).

The Qing court stubbornly defended the vanity of the great power of the Celestial Empire and tried its best to exclude advanced Western thinking and systems.

"China's civil and military system is far ahead of Westerners in everything, but the only firearms are not as good as those of Westerners."

He has been trapped in the quagmire of "middle school as the body and Western learning as the application" for a long time and cannot extricate himself. Even "learning the best skills of the barbarians to control the barbarians" have not really taken action.

Therefore, in the view of Emperor Hua, Zeng Guofan's thoughts were desirable, but Zeng Guofan was originally a worker at the Qing Dynasty and had no foundation. Moreover, it was a fantasy to rely on the landlord class to lead such a huge reform, and there was no possibility of success at all. Even in the original history, the Reform Movement of 1898 occurred later.

In the view of Emperor Hua, the Reform Movement of 1898 was impossible to succeed. Even if it was ‘successful’, Yuan Shikai led his people to become Empress Dowager Cixi, the ending could not be changed, because the landlord class could not control the transformation of such a huge country in China, and the subsequent history also proved this!

Warlord separatism is actually a product of the landlord class, not a product of the capitalist economy.

If the Reform Movement of 1898 was successful, it would be very likely that the early arrival of Beiyang would be just the arrival of early.

The most difficult political issue to solve in the late Qing Dynasty was not whether to learn from the West to carry out reforms. In fact, there was a consensus on this point from top to bottom. The problem was only gradual or immediate reform.

Kang Youwei was actually just one of the reformers who tried to reform. He and the emperor found some consensus, but he was by no means a representative reform, and he was by no means the only one who wanted to use Western political systems to reform.

The Westernization Movement was not ineffective. The places in the late Qing Dynasty basically had a series of basic functions of modern governments, especially the police, health and a simple political discussion system, and successfully transformed into a new type of country, at least there was no problem in administrative form.

The core is the political foundation, which has little to do with whether a house has changed from a courtyard house to a building.

Looking at problems at the national level mainly depends on the inner and core foundations.

The state capitalism promoted by Emperor Hua focused on national socialism, which is not much different from the current policies promoted by Bismarck.

Bismarck's policies can also be called national socialism.

They all belong to the advanced forms of capitalism, and Bismarck is indeed talented.

The only difference is that no matter how strong Bismarck is, he is only the second-in-command. Emperor Hua is the top leader of the Chinese iron. As long as Emperor Hua does not die, the leadership of China is the most stable.

Since the end of the Taiping Heavenly Kingdom War, the construction of a new type of society has been the goal of joint efforts of all classes.

From the private sector to the county, new social organizations, new charity, new publishing, new economic entities, new financial and economic means, to police stations, hospitals, schools, post offices and even toilets, and even various government agencies gradually modernized, the new society has actually been developing. Although its effectiveness is not high, it has indeed changed the underlying structure of this country.

The current Chinese country of Huahuang is different. Not only are all institutions built, buildings built, and railways connected. The most important thing is that the government is a brand new government. Although it still takes time to improve, China has been stable and everyone has adapted to this system!

The basic lifestyle of the people changed quickly. After the Qing Dynasty went bankrupt naturally, it became a consensus to go to the hospital for treatment and catch thieves and police. The Chinese people's ability to accept things has never been bad. In the 1860s, even the most enlightened elites did not have this habit.

From this point of view, the social transformation of the Qing Dynasty in original history was actually very successful.

But the biggest problem of the Qing court was the general militarization of the local government after the Taiping Heavenly Kingdom. Starting from the Tang Dynasty, how to prevent vassal states was the basic proposition of the regime. To be fair, the achievements of the Qing Dynasty were the best among all dynasties and the worst among all dynasties. It was indeed the Eight Banners and the Eight Banners. The particularity of the Eight Banners made them unable to localize. Although this tendency has always existed in the Qing Dynasty, localization often means that the Eight Banners have lost their combat effectiveness.

Because the Eight Banners are essentially professional soldiers, and the training of the army is just the opposite. Once established, it is impossible to leave local politics whether in your hometown or elsewhere. The less you look like a professional army, the stronger it is.

The Qing Dynasty had lost the Eight Banners in the Taiping Heavenly Kingdom War, and its fate could no longer be reversed.

In the end, no matter what the motives of the local governors were, it actually caused the problem that the national political situation no longer spoke in any voice. The gun can really give up power directly, and politics no longer needs to have a direct connection with political views.

The so-called problem of "Zeng Li's failure to be independent" is precisely because of this. From this point of view, from a countryside to a province, militarization has led to a high degree of fragmentation of politics. The guns are out of power in the last few decades of the Qing Dynasty. No matter who reforms or how they reform, they can only be kidnapped by various military factions in the end.

This has become a fatal flaw for a country that is eager to reform.

Emperor Hua believes that even if Cixi himself really wants to reform and strive for strength, he will essentially be unable to reverse this!

Because it represents a class, a group, not a person with real power can control the entire class.

This problem actually existed after the Meiji Restoration, but it performed very differently in China and Japan. In Japan, soldiers were at least expelled from local affairs, while in China, soldiers were very important elements of local politics, not to mention that at the end of the Qing Dynasty, no matter what faction you were, they were just vassals of military leaders.

Any warlord society will soon fall into a serious disconnect between politics and society, and thus any so-called reform will be quickly invalidated. If the logic of power cannot be broken, then reform is just empty talk.

In fact, from the second half of the 19th century, the only problem of the Qing court was the warlords. This was not just a matter of a few military leaders, but also a quagmire between the common people and the elites of the country.
