Volume 20: Looking at the World with Cold Eyes, Section 43, Inspiration

Dong Zhaoyang also knew a little bit about Lu Weimin's introduction. Lu Weimin's appointment as deputy director of the Central Political Research Office and deputy director of the Central Federation of the Communist Party of China is a bit unique, at least it surprised many people, including Dong Zhaoyang. It would be reasonable to serve as deputy director of the Central Political Research Office alone. It is intriguing to train, but it is also interesting to have another deputy director of the Central Federation of the Communist Party of China. According to Dong Zhaoyang's understanding, the central government's reputation for Lu Weimin may not be as simple as training and training. It has a deeper meaning, or it is to recognize Lu Weimin's views and ideas in some aspects, so Lu Weimin should try it.

If what he expected was right, Lu Weimin was going to visit Africa this time, which was also a conscious arrangement by the central government, and this proposition was still very large, so he also listened to Lu Weimin's introduction very carefully.

According to Lu Weimin, this trip is mainly inter-party communication, but it also needs to take into account other things. This other also includes communication with African countries at other levels, such as economy/culture and education. Lu Weimin also proposed to be targeted and consider private enterprises more. Private enterprises in Zhejiang Province have always been very active, but the scale is not too large. There is still relatively little investment in Africa. Lu Weimin's trip specifically talks about this issue, which is also a priority for private enterprises in Zhejiang Province.

"For the people, the central government's emphasis on private enterprises and private economy in Zhejiang Province has also been very excited. The private economy in Zhejiang Province is indeed relatively active and has a wide range of areas. At present, due to the impact of the financial crisis and the continuous rise of human capital, the real economy in our Zhejiang Province has been greatly affected, especially the light industrial industries in southern Zhejiang have been more affected. They are also seeking transformation and industrial transfer. The competition in the domestic market is becoming increasingly fierce, and foreign markets are subject to multiple factors. Therefore, some industries in our province are also seeking to go out, and Africa should also be a good destination. However, Africa is thousands of miles away. These enterprises in our province have ideas about going out, but they are probably not prepared enough. The central government has this intention to take Zhejiang Province enterprises to overseas. Of course, we welcome it, but for the people, are there any specific targeting when you come to Zhejiang Province this time?"

Dong Zhaoyang also asked the idea. If you want to lead an economic and trade delegation, some are central enterprises, such as infrastructure/mining. Central enterprises are more suitable. Since Lu Weimin mentioned the private economy, he obviously has made full considerations. He must have specific ideas when he comes to Zhejiang Province.

"Secretary Dong, there are some considerations." Lu Weimin was certainly prepared. "We came to Zhejiang Province with several considerations. First, bamboo and wood processing. East Africa is the region with the richest bamboo resources in Africa. And it has a broad prospect of cultivating bamboo resources, and the bamboo resources there are basically not being used. The Ministry of Commerce, the International Bamboo and Rattan Organization, and the Netherlands have some plans to prepare for bamboo and wood cultivation and bamboo and wood processing in East Africa. Anji, Zhejiang Province and Nantan, Changjiang, are currently better places for the development of bamboo and wood industry. We hope to invite some entrepreneurs, scholars, experts and growers of bamboo and wood cultivation in these two places to inspect the environmental conditions there,..."

Dong Zhaoyang's eyes also lit up. Anji's bamboo and wood industry is famous nationwide. It is known as the two largest bamboo and wood processing bases in the country, together with Nantan in Changjiang. Most of the bamboo and wood processing products are for export. Now both places have formed a bamboo and wood processing industry with their own characteristics. Anji is known for bamboo weaving and bamboo charcoal, while Nantan is dominant with bamboo flooring. The output value of bamboo flooring accounts for more than 80% of the national bamboo flooring output value. The bamboo industry is in full swing, but the European and American markets and Japan, South Korea and Southeast Asian markets have opened their doors to this. Anji's companies are also seeking to expand outward. Now Lu Weimin proposed this idea, which undoubtedly opened a road to the outside world for Anji's bamboo industry.

Of course, there must be many risks here. There are still many problems in the market environment in East Africa and the cultivation and development of bamboo and wood resources. However, this is an opportunity after all, especially with the Central Political Research Office and the Central Committee of the Communist Party of China, it is also a great opportunity for Zhejiang enterprises to go global. Of course, Dong Zhaoyang must strongly support it.

"Well, for the people, Anji's bamboo and wood industry development is indeed worth promoting. If East Africa really has rich bamboo resources and an environment for the development of the bamboo industry, I believe that Anji's entrepreneurs will be interested and the province will also strongly support it." Dong Zhaoyang immediately expressed his opinion.

"Well, Secretary Dong, this is one aspect. On the second aspect, we plan to go to Dongou. Dongou's private economy is the most active. Among the countries we are planning to visit this time, many of the industrial foundations are still quite weak, mainly agriculture and animal husbandry, and many basic necessities of daily necessities must be imported through neighboring countries. Governments of various countries also hope that some industries will be developed to solve these problems. The private entrepreneurs in our Zhejiang Province are the best at seizing opportunities. I believe that the plastic/machining/small commodities industries in southern Zhejiang can find their own sky in these countries. Now these countries are in a mess and are in a very environment from foreign investment. Moreover, due to the limitations of the market environment and living conditions, European and American companies are not very adaptable. I think this is exactly the advantage and opportunity of the hard-working Chinese, especially Zhejiang businessmen."

Lu Weimin put forward the second point, which was in line with Dong Zhaoyang's expectations.

After the financial crisis, various industries in southern Zhejiang were greatly impacted, with profits plummeting and narrow markets. How to achieve industrial breakthroughs has always been the way out that local governments are struggling to find. Although the path proposed by Lu Weimin may not solve the fundamental problems, it can at least be an attempt, walking on multiple legs, which is also considered a matter of one. The people in southern Zhejiang have a risky character. Crossing the ocean is not as terrifying as people in other regions. If they can open up a world in Africa, it may be a good opportunity.

"I support this for the people. Not only southern Zhejiang, but also some other regions in Zhejiang Province, because they are greatly impacted by the financial crisis, the European and American markets are shrinking, and the pressure on our provincial party committee and government is not small. How to achieve industrial upgrading and industrial transfer is also a major problem facing our local party committee and government. You are here this time, and it is also a big problem for us. I don't think it's limited to southern Zhejiang or Dong'ou, but also other regions. As long as you are interested, you can come and try it. Well, I think this is the case. I will call Governor Mingkang and ask him to arrange it. You can go and take a look as you plan. Here, Governor Mingkang and relevant departments of several other cities and cities will tell you what companies are willing to try the waters, especially those industries with obvious overcapacity and market squeezed. You can try it..."

Dong Zhaoyang expressed his opinion very readily, which was more quick than Lu Weimin imagined. It seemed that Secretary Dong still hoped that Zhejiang businessmen could make a way out, which was also in line with Lu Weimin's idea.

*************************************************************************************************************************************************************************************************************

In the next few days, Lu Weimin and his group worked tirelessly, and visited Dongou and Huzhou successively to inspect some local related industries. At the same time, they also held a symposium with Zhejiang Vice Governor Wang Mingkang, which was to conduct a more detailed and specific docking and understanding of the transfer and going global strategy of Zhejiang Province's related industries, and was warmly welcomed by these companies.

Even Lu Weimin and the others did not expect that they would be treated so enthusiastically this time, especially many companies seemed to have caught a life-saving straw. It also shows how great the impact on some industries in Zhejiang Province after the financial crisis was, but the number of visitors was limited. Although many people even expressed their willingness to travel with the group at their own expense, it was impossible to accept so many at once. Therefore, Lu Weimin and the others had to do work for these people, hoping that they would send representatives to the inspection first. After the first inspection, if they really felt that the conditions were more suitable, it would not be too late to conduct a second inspection. In this way, there were still 10 or 20 people who signed up enthusiastically, which made Lu Weimin and the others overwhelmed.

Immediately afterwards, Lu Weimin and his group flew to Nanyue, which was also the focus. Especially in Guangzhou, there were a large number of merchants from Africa, but they were mainly engaged in the business and did not understand the real industry. Industry in Dongguan/Huizhou/Foshan and other places also faced huge pressure to change cages and change birds and upgrade and transform, so Lu Weimin and his team also came here and were also welcomed by the Nanyue Province.

Basically, the story in Zhejiang Province was repeated. Lu Weimin and his group visited more places. They stayed in Guangdong for a week and held three symposiums to introduce the basic situation of African countries, including the social situation and public security situation, and the risks they had. However, these could not stop the enthusiasm of these business owners. As many of them said, since they were waiting to die here, it would be better to go out and try out, and maybe they could break out and make a way out.
