For example, Quyang, which had the second-last economic output in 2003, had a population of 1.3 times that of Changxi Prefecture, but its total economic output is twice that of Changxi Prefecture. Quyang's per capita GDP is also the second-last in the province, which shows the development dilemma of Changxi Prefecture.
There are many problems that plague the development of Changxi Prefecture. First, the natural conditions are the natural conditions. The whole province is located in the Luogang Mountains, and the transportation is inconvenient, which is the biggest bottleneck; second, the people's customs are closed, the ideas are conservative and xenophobic, the quality of cadres is uneven, and the acceptance of new foreign ideas and new concepts is slow, which is also a key factor; third, the development of cultural and educational undertakings is extremely lagging, and the literacy rate of Changxi Prefecture is less than half of the provincial average, which greatly restricts the development of Changxi Prefecture; fourth, the economic foundation is backward, especially the industry, which is almost non-existent.
Under such circumstances, although the Changjiang Provincial Party Committee has also spent a lot of effort on the development of Changxi Prefecture, the effect is always unsatisfactory. This time, Changjiang Province plans to work hard on the cadre team and supplement it with other policies to carry out a thorough transformation of Changxi Prefecture, striving to make a major change in the appearance of Changxi Prefecture within three to five years.
In addition to Tan Weifeng, Songzhou and Fengzhou also had three cadres entering Changxi Prefecture to work.
