In late March, the Provincial Assembly decided to submit the "Guangzhou Autonomous Regulations" to the governor for processing. Jiongming believed that the original "Interim Regulations" were only used within the administrative area of Guangzhou, and could not be compared with a single law and did not have to be decided by the provincial assembly.
