Xie Miao Mikhailovich Budoni, commander of the Special Cavalry Division of the Ninth Army of the Soviet Red Army, was born on April 25, 1883 in a poor peasant family in Kojiulin Village, Rostov Prefecture. He enlisted in 1903 and participated in the Russo-Japanese War in 1905. He graduated from the Petersburg Cavalry School in 1908 and served in the Coastal Dragoon Regiment.

After the European War began, Budonnie fought on Germany, Austria and the Caucasus fronts. After the February Revolution in 1917, Budonnie was successively elected as the chairman of the Soldiers Committee of the Caucasus Cavalry Division, the chairman of the Soldiers Committee and the vice chairman of the Division Soldiers Committee. In other words, before the February Revolution, Budonnie was just a company-level officer of the Caucasus Cavalry Division. After the February Revolution, he grew from a soldier committee to a division-level cadre along the trajectory of the company, regiment, and division.

Of course, the October Revolution and Mikhailovich Budoni made a joke. The division soldier committee of the Caucasian Cavalry Division made the decision to disband the division as a whole. In fact, this was a unified layout and arrangement for the disbandment of the Bolshevik Central Committee to dismantle the old Tsarist Russian army.

Budonni returned to his hometown Rostov in November of that year. Soon, he and his comrades established a Soviet regime in the local area. Subsequently, Budonni formed a cavalry guerrilla team in his hometown with his high sense of responsibility for consolidating the new Soviet regime and his love for military life.

Thanks to Budunny's efforts, the troops gradually expanded into cavalry regiments and cavalry brigades.
