Jibei County has under its jurisdiction, including Lu County, Leling (now Leling City, Shandong), Yanci County (now Ling County, Shandong), Fuyang (now Dongguan, Cang County, Hebei), Qiantong (now northeast of Leling City, Shandong), Ge County (now south of Decheng District, Dezhou City, Shandong), Luoyin (now Sungeng Town, Jiyang County, Shandong), Pingyuan (now Pingyuan County, Shandong), Raoan (now southwest of Yanshan County, Hebei), Maiqiucheng (now northwest of Shanghe County, Shandong).

Jibei County is the sea in the east, borders Zhao State in the west, Hejian County in the north, and Linzi County in the south.

According to Ji Kang's edict, the county magistrates and military commanders of the four counties in Qi were:
